I think that they just need to spend a few more months to work this stuff out, its seriously hurting the general esteem of them.

this is a common question, it is complicated, but it may be worth it IF you are willing to commit to it.
FOLLOW ALL INSTRUCIONS EXACTLY!
for those who doubt sc4devotion.com, it is just another c4 fansite, it is trustworthy, so dont worry about it.

unfortnately, thereare actually several programs to install, you have to get a number of programs to make buildings for sc4, to have a complete BAT. the bat is actually a number of tools, just follow the steps.
#1 get and install this,( you will be given a serial number, but dont despair! the product is free. just copy and paste.)
free: the gmax 3d modeler.
#2 get an account of sc4devotion(you have to register speratly for the LEX, and for the forums. :( )

#3 get the lot editor, one of the tools that you need to make a building appear in sc4.
the lot editor download.(just get the lot editor, you need nothing else.)
the lot editor allows you to place your buildings on a lot.
if you are wondering about the lot edito, like above, you place oyur model on the lot, then add things like grass textures, parking lots, outdoor lights, etc...

#4 get the actual BAT.(DO NOT skip ahead until you have done everything else, seriously.)
this updates the gmax.
the bat download.(DO EVERYTHING FIRST!!! DO NOT SKIP AHEAD!)
nistall this, then start the bat(not the gmax, otherwise you don't have the extra tools.)
you should also have the plugin maneger when you install this(it is included in the BAT.) this allows you to determine what kind of building it is, then to set things like fnumber of jobs, etc...

YOU have have the BAT. but thats only half the story, actually making a BAT can prove to be a hard job, to learn how, look here.

contrary to popular belief, you dont need to have the BAT to have nightlights in your bat, you just need to have the game fully updated, look at the official sc4 site to get updated. so there are 2 updates, the main one, and the BAT update(for sc4.) the bat update just fixes a problem with bats in simcity 4. you dont have to get it right away. however, if you want nighlights to work you will need it.|

Record breaking attempt, and official report from the admin of the project:

We failed on this project.(I am hoping to get the official topic shut down, so I don't think it will be there much longer.)
a report: we only got around 53 people. from one witness, clearly, this attempt failed.
However, we did have several people who were willing to give it a try! thanks to abcvs, rainyday, and swat-medic.(aswell as DIRK, who kidly gave us the permission to go on with this event.)it failed, but at least we tried, never assume failiure until you try.
this event occured on september the 19th, 6:00 eastern standard time, 2009. we did have permission from DIRK.

This event showed us that we couldn't really make this achievement this easily, but it shows that we can try, no matter the challenge ahead. I really appreciate the help from everyone!

would an online platform , or an intall-required platform be better? there are advantages to both:
online:you don't have the delay of installing , plus multi operating system support.
computer: you can play without the internet , plus you don't have the delay.

yes... it was all the way to the red for one short moment.
first of all , I did nothing good to my city at all(I tried to create the worst possible city!!!) after a while , I wiped out the city with every possible disaster , and , although many homes still existed , the city was in ruin. all utilities were wiped out beyond repair.

and , lo(thus) we have a problem with my citizens! that , for a short month , had my approval ratings at their minimum , but next month , all but 80 people moved out!(they were all gone next month!)

I used all the cash I had build up to rebuild a much better city , but it never workd , no matter how much you do , cities never seem to recover from things like this... the city never recovered(even after I demolished and rebuilt the entire city!!!) the mayor rating was always low , and people generally stayed away.

don't do this to a good city!
